CNC Announces Susan Combs as Chairperson

HOUSTON – The Carbon Neutral Coalition (CNC) today announced that former Comptroller of Public Accounts and US Department of Interior Chief Financial Officer Susan Combs has been named the group’s Advisory Board Chairperson as it seeks to put Texas on a path to carbon neutrality by 2050. Susan will work on policy and research with energy stakeholders to establish the infrastructure that will incentivize the energy industry to cut their carbon emissions by utilizing Carbon Capture, Underground and Storage (CCUS). 

“Susan is a foremost expert on energy policy and the CNC could not be more excited to have her as its Advisory Board Chairperson,” said CNC Founder, Corbin Robertson. “In addition to her years of public service to the state of Texas and the United States, Susan is an accomplished entrepreneur who understands the needed partnership between government and the private sector. Under her leadership, I am confident CNC will achieve its goal of making the Lone Star State carbon neutral by 2050, while creating jobs and new investment opportunities for Texans.”

The Carbon Neutral Coalition’s Advisory Board will be a council of volunteer members who have expertise in areas that will guide the coalition’s efforts in policy recommendations and public education efforts.  CNC’s Board of Directors is chaired by Corbin Robertson.

The Carbon Neutral Coalition is seeking to: 

  • Establish the Railroad Commission as the primary regulator of CCUS Investments.
  • Establish Texas primacy to approve and regulate carbon capture tax credit projects. 
  •  Make CCUS investments eligible for Section 313 tax benefits.
  • Commission an interim study to consider a legislative proposal to make CO2 permanent underground storage a funded liability of Texas for approved projects that meet state-approved specifications. 
  • Commission interim studies to consider other ways to establish the regulatory and economic structure needed to incentivize the development and growth of a new fossil fuels-based industry.
  • Support CCUS projects that the RRC approves for permanent sequestration where the state liability protection is not required. Developers, surface, and mineral owners can negotiate their own terms and conditions, if the state liability is not required.
  • Support B-Carbon and the creation of robust voluntary offset market for Scope 3 emissions for Co2.
  • Advocate for federal legislation, regulation, incentives, and financing to support the new CCUS industry.

The Carbon Neutral Coalition (CNC) is seeking to establish the infrastructure that will incentivize the energy industry to cut their carbon emissions by utilizing Carbon Capture and Underground Storage (CCUS). The CNC will work with existing oil and gas and energy stakeholders to advocate that the state create the regulatory framework to establish this infrastructure and will utilize the expertise and resources of its advisory board.
