INTRODUCTION:
CNC’s mission is to ensure that the Texas energy industry continues to provide the oil and gas that provides dependable and affordable power to the world while continuing to improve the environment. To achieve this, CNC is offering a substantial and sound policy agenda to defend against arbitrary attacks from Washington and Wall Street, which, when implemented, can also unleash new potential in the Texas economy.
CNC has a dedicated team that engages with lawmakers, and trade associations to advance Carbon Capture, Utilization and Storage (CCUS), the Hydrogen Economy, and ways to bolster the Electric Grid, all CNC objectives that will expand the energy business in Texas.
CNC’s Advisory Board is composed of some of the foremost experts in energy, business, and public policy, and includes former government officials, industry leaders, and university experts. With their guidance and counsel, CNC is well-positioned to realize its goal of making Texas carbon neutral by 2050.
POLICY OVERVIEW:
Texas has led the world in energy production and economic activity and can continue to lead the new economy that is carbon neutral. We can achieve this objective by following the recommendations of the 2019 NPC report on carbon capture, utilization, and permanent storage.
- Provide carbon capture project incentives so that the cost to capture and store carbon is less than the market price to buy it.
- Pass legislation that sets and defines responsibilities and roles for liability.
- Gain primacy for Texas from the EPA on the rules and regulatory authority over carbon capture and storage.
Our legislative agenda is built around the following issues:
- CCUS Framework: Texas should amend its statutes to create a framework to encourage development of a thriving Carbon Capture, Utilization and Storage (CCUS) industry in Texas.
- Liability: Texas should provide liability protection for issues that could arise during CCUS operation and upon completion of a CCUS project.
- Pore Space Ownership: The question of who owns the pore space where carbon will be stored – the mineral estate or the surface estate, or a split between both parties – needs to be resolved in statute.
- Economic Incentives: Because CCUS is a costly process, economic incentives from the state are critical to help support and encourage wide deployment of carbon capture technology.
PUBLIC EDUCATION:
We are conducting a public education plan that includes polling, social media and Internet communication, earned media and opinion writing and cable TV advertising.
In previous polling surveys commissioned by CNC and Baselice & Associates, the findings showed strong public support among Texas voters for CNC’s objectives including Carbon Capture Utilization and Storage (CCUS). Through the process of CCUS, excess CO2 is captured or removed from plant emissions and compressed into a concentrated stream. The CO2 is then ultimately utilized for value or injected into the ground to assure safe and permanent long-term storage.

In February, CNC did a cable TV spot to 4.4 million Texans in key legislative districts and media markets. We are doing the same in October.
This year in social media, we have reached 738,588 Texans in those legislative markets, with 3.2 million messages. We have signed up more than 9,000 supporters.
Our opinion columns have reached more than 1,900,000 readers. And our share of voice as the dominant and authoritative organization talking about hydrogen, CCUS and carbon credits is unparalleled. We are in position to continue to educate the public in an authoritative and credible way.
